It has become more noticeable that the idea of "the shift to the lifelong learning system" is leading to the new stage of policy-making and discussion for the educational reforms in Japan. The idea, notwithstanding, is not so concrete that it can not show its clear point of view how to construct the prospective system and its procedures.\nIn this paper. I intend to refine the current idea by making a general review of its conceptual implications.\nThe main remarks in the present study are as follows:\n(1) The idea of "the shift to the lifelong learning system" has different implications and images among the researchers and practicians in the field of education.\n(2) As a general trend, it leads to reformation of the educational system. Therefore, it requires a clear perspective of procedual measures for an educational reformation.\n(3) The keynote of the educational reformation is to achieve the "integration", and the "integration" consists of "articulation" (ie. vertical integration) and "networking" (ie. horizontal integration) which are the significant functions in the idea of lifelong learning.\n(4) The integration mentioned above is to be performed through the reconstruction of three-stratified structure of the educational style in the society (ie. formal ed., nonformal ed.,and informal ed.)\n(5) Especially, nonformal educational style seems to play an important role, because that style acts as a bridge between formal education and informal education.
