In the new Communist China, the forestation and greenery projects in Hunan Province were replete with frustration and complication due to the continuous political movements. Nowadays such projects were mainly dominance by state and local governments, and dependent on strengths of all social strata of organizations, the army, enterprises, and individuals. The guideline for forestation is to give priority toClosing the hill and cultivating the forestand to combine with plantation project. With the development of forestation and greenery projects, comparing to 1960s and 1970s, the forest resource increases, and the public welfare function of the forests is also improved. However, with the forestation policy incomplete and forestation fund inadequate, the forestation and greenery projects develop unbalanced among local areas of Hunan Province, and the growing rate and quality of the forests both are quite low. Thus, it is of vital importance to insist on the dominance of the government and perfecting the preferential policies, to provide substantial plantation funds, and to mobilize the management enthusiasm of the social stratum, and to promote the development of the forestation and greenery projects.
