 note = {In China, the modernization movement was developed from 70's in 19 century over 80's. In this period, Guo Songdao (郭嵩燾）manifested the many views which deserved the attention　in the field of international relation of China.\nHe asserted that the independence of the Ryukyu country should be aided, and simultaneously,it was asserted that the independence of the Ryukyu country should be internationally secured.\nOn the solution of the Ryukyu problem, he proposed following three points.\n(1) that the Ryukyu problem should be solved in forming from the viewpoint of the　International low.\n(2) that the China authorities should call the international conference, and that the representative of the participating nation discusses the Ryukyu problem.\n(3) that the China representative should propose like the following in the international\nconference, that is to say, the participation each country should aid the independence of\nRyukyu country, and it does not interfere in domestic administration and diplomacy of Ryukyu country.\nThe diplomacy autthorities in China temporarily placed very much the interest for his three\nproposal. but it did come to disregarding his proposal soon, because the China authorities had to consider domestic and international situation too., 紀要論文},
