On the basis of these national policies, there is a tradition of Scandinavian democracy. This is the underlying hypothesis I propose in this paper, because the consensus of people must be respected in order to promote these policies. Travel & Tourism can contribute to sustainable development economically, ecologically and socially. Sweden shows numerous good examples of sustainable development in this context. The content of this paper is composed of two parts. In the first three chapters, philosophies on the limitation of the earth, sustainable development in the field of Travel and Tourism, and the idea and the framework of The Natural Step, an international organization in environmental education started in Sweden, are discussed. In the latter three chapters, three case studies in Sweden are presented: Sanga-Saby Hotel as a case of business, City of Karmar as a case of famous resort commune, and a case of regional effort of several communes toward sustainable society in rural area in northern Sweden.
