Due to the undesirable environmental conditions and the landowners' objection, their houses, even if rebuilt, would be regarded as illegal buildings.\\n(7) One of the measures to solve these problems, in my opinion, will be to adopt a \"Joint Rebuilding System\" in which a group of inhabitants who have been in lease contract with a specific landowner jointly rebuild their houses on their leased land.
