 note = {大都市周辺の農業地帯は米価の低迷,高地価,宅地開発といった経営外部と労働力の他産業への流出,農業の担い手の高齢化といった経営内部の両側面で存続が困難となっている.本橋は土地要因と経営要因から黒瀬町の農業を集落の形態区分によって総括的に明らかにしようと試みた.また都市化によって地価の上昇がみられることから個別経営では農業での収益に見合う生産を行えるのかを明らかにするとともに,都市化に対応した経営への転換を図ることで存続していこうとしているのか,その可能性を実証的に明らかにしようとした.個別経営における土地利用形態に関した問題は,従来大部市圈にだけ存在し,地方都市においては問題自体がなく,土地の転用問題が発生することなく農業生産が継続するとみられた.結果的に本橋で取り上げたように,地方都市においても個別経営にとってすれば所有している土地の利用に問した選択に迫られている問題がみられた.水田を経営の基本としている地方都市における個別経営の土地利用は,農業の労働力を確保できなければ三大都市圈及びその周辺部のように資蛮的な土地利用をしながら家業としての農業を収益性の高い作目に転換して維持することなく,自家消費用とする土地以外所有する上地全てを資産的な土地利用とし,離農するケースが多いといえる., The aim of this paper is to positively understand the land use form employed by farm units in large metropolises and in hilly and mountainous regions. Is the land used for agricultural purposes or for real estate purposes? The condition of agricultural land in Kurose, a hilly area town adjacent to a large metropolis, and land-use employed by individual farm units that own land in Kurose Town is as follows. LA widening of the income differences between agriculture and real estate activities directly affects decisions to abandon agriculture and instead use the land for alternative purposes. Elderly farmers find it difficult to secure employment in other industries and not being able to count on a non-agricultural income has resulted in them having to use their land for real estate purposes. 2. Whereas general agricultural land use aims to expand the size of the farm unit, the underlying origin of leased agricultural land is to prevent regional and village agricultural land from being wasted. 3. Urban sprawl has expanded to agricultural land areas making it difficult for individual farmers to utilize the land for agricultural purposes. Thus they are turning more towards using their land for real estate purposes. As is outlined above, the land use from employed by farm units in Kurose Town, which lacks industry, is not overly different from that employed within other big cities. External management problems have been internalized, making it increasingly difficult for farm units to utilize land for agricultural purposes., 紀要論文},
