To do this, Gushikawa City in Okinawa Prefecture was used as an example. In order to clarify the effects, a framework was firstly established pertaining to the general positioning of the promotion of agricultural processes in the village. The next step was to target a group of producers involved in promotional management and clarify the background of the promotion being undertaken. The results of the analysis are concluded in the following three points. (1)Organizations involved in the supply of raw materials to large manufacturers simply supply the raw materials. They have not built a domain and there is no evidence of a promotional structure. (2) Organizations not involved in the actual production of raw materials but rather manufacture and sale are unable to obtain a stable source of raw materials. Because of this, the volume of goods being manufactured is not definite and thus a domain has not been established. (3) Organizations involved in raw material production through to the sale of goods and those who are able to guarantee supply of raw materials every year have managed a stable volume of production and have been able to establish sales strategies. Because of the establishment of a domain, it is possible for them to move from a promotional level to a comprehensive level. This structure can be observed in Okinawa Prefecture. As yet, Okinawa Prefecture is utilizing promotion but has not yet considered developing enterprise further. However, as in the example used, the role of leader in tackling promotion can be assumed by an organization that centers on the elderly. In this example, younger leaders are being brought in to participate. This is an opportunity to draw young people back to agricultural villages where the outflow of young leaders cannot be avoided.
