University of the Ryukyus}, note = {沖縄県における林業従事者の雇用の促進や就労環境の改善に寄与することを目的に,森林組合傘下の13作業班について,年間の就労日数や作業内容等の就労実態調査を行った。その結果を要約するとおよそ次の通りである。1) 作業班員には60歳以上の者が多く,5年以上の林業経験者が約60%を占めている。2) 沖縄本島の作業班は,班長の個人経営体的性格が強く,森林組合と班長の間で「下請け」契約を交わして事業を行っている。宮古,八重山の作業班は,森林組合が作業班員を直接雇用し,作業班長は連絡調整の役割を担っている。3) 作業班の年間の平均就労日数は162.6日で,労働日の66%に相当し,就労の機会が少ない。作業班の差も大きい。4) 作業班の月平均就労日数は13.6日である。月別の平均就労日数率は,5月の最低28%から2月の最高82%と,時期的に変動が大きい。5) 13作業班の全作業員(179人)による年間の就労のべ人数は,23,763人/日である。月別の平均就労人数は1,980.3人である。6) 作業班の年間の就労人数率は平均53%である。作業班により11%から103%と,就労機会に大きな差がある。7) 作業班の月別就労人数率は,5月が最低で21%,1月が最高で70%となって,月別の差が大きい。年間を通じて就労の機会が不安定である。8) 作業の内容は,複層林の下刈り作業が最も多く,次いでマツ防除作業,単層林下刈り作業,育成天然林作業などとなっている。複層林下刈り作業は国頭村及び宮古森林組合傘下の作業班に多く,マツ防除作業は沖縄北部森林組合傘下の作業班に多い。9) 作業班全体での年間作業総日数は2,114日である。このうち65.6%は市町村有林の事業で,32.0%は県有林又は県の事業で,これ以外の事業はごくわずかである。県や市町村主導の林業活動が展開されており,行政の取り組みの影響が極めて大きい。10) 多くの作業班長は就労日数の増加を望んでいる。全ての森林組合,作業員のほとんどが「事業量の安定確保による通年雇用の確保」を最重要課題としている。, In order to contribute to improve the working environment of forestry workers, a survey was conducted from April 1997 to March 1998 on the number of working days, details of work, etc. of the 13 working squads affiliated to forestry cooperatives in the Okinawa prefecture. The following is the summary of the survey result : 1) Workers aged 60 years and over in the working crew are more, and about 60% of these have more than 5 years working experience in forestry. 2) In case of the main Okinawa Island, the squad leader personally organizes management of the working squad. For this reason, subcontract work agreement is undertaken between the forestry cooperative and the leader. However, in Miyako and Yaeyama districts, forestry cooperatives directly hire working squad men and the squad leader serves both roles of leader and regulates contact with forestry cooperative. 3) Average number of working days of squads in the period is 162.2 days. This is 66% of total possible working days, showing a small working opportunity. 4) Average number of working days of squads for each month is 13.6 days. The monthly rate of working days is from a minimum of 28% in May to a maximum of 82% in February. The seasonal change is very large. 5) For all working men (179 people) in the 13 working squads, the total number of working men in the period is 23,763. The average number of working men per month is 1,980.3 people. 6) The rate of number of men in working squad in the period is averagely 53%. For each working squad, a difference from 11% to 103%, showing large difference in working opportunity. 7) The rate of number of men in a working squad for each month is a minimum of 21% in May to a maximum of 70% in January. The monthly difference is large. Throughout the year, the working opportunity is unstable. 8) In terms of content of work, regional characteristics are evident. There are largely weeding operations in multi-storey forests. Next, operation of harmful insect prevention in Ryukyu-Pine forests, weeding operations in single-storied forests, improvement operations in natural forests, etc. are undertaken. 9) The total number of working days for the period for all the working squads is 2,114 days. Of this, 65.6% is city/town/village projects, 32.0% is prefectural projects, and other projects are very insignificant.
