University of the Ryukyus}, month = {Dec}, note = {以上, 本県の木材市場の展開は, 戦争景気による経済の拡大, 木材需要構造の変化等々を背景に, 質的な転換を遂げてきた。これは南洋材の需給構造に対応した, 流通組織の再編過程であり, このことが特に海洋博以降, 製材業界の構造的な問題となってきている。そのひとつは過剰設備と公害問題, いまひとつは本土からの販売攻勢の激化である。例えば, 復帰以降の各製材工場の年平均稼動率は, 53%と悪く, 設備の約半分近くは過剰であり, しかも海洋博ブームも過ぎ去った現在, この過剰設備は製品の供給過剰を生みだす可能性が強いと指摘されている。また, 本県の各製材工場は, 主に中南部地域の都市地区に集中しているため, 騒音, 粉じんなどの公害問題等もでてきている。更に, 地元の合板業界は, 本土からの安値攻勢と島内需要の伸び悩みで苦境におち入っている。復帰前は, 関税措置等で保護育成されていたが, 復帰以降この特恵措置がはずされ, 本土業者との間で, 激しい販売競争が行なわれるようになった。このように, 本県の木材業界は, 目まぐるしい社会状勢の変化と長期不況の中で, 今日危機的状況にあり, 体質改善の在り方が問われている。, The purpose of this study is to analyze the development process of the imported lumber market on Okinawa after world war II from the viewpoint of supply and demand, the distribution system and costs. The development of the imported lumber market on post-war Okinawa was characterized mainly by : 1. Imports of the Sugi (Japanese Cedar) from mainland Japan from the end of the war to 1965. 2. The change to the importation of Lauan and Apiton logs from Southeast Asia after 1965 in place of the Sugi. Such the development process of the imported lumber as stated above was regulated by : 1. Changes in the construction system (1960)-from wooden house to reinforced concrete house. 2. Increase in the national income-by the Korea war (1950), payment of the rent of the military use land (1960-1961) and the times of the Vietnam War (1965-1967). 3. Social investment such as the International Oceanic Exposition (1975-1976). Recently, problems besetting the sawmills have become prominent. These problems include over investment, public nuisance complaints and competition from mainland Japan. After reversion to Japan, the average sawmill production has fallen to 53% of capacity. Because of the excess facilities, the lumbermills on Okinawa are now in a distressed situation. The plywood industry is also experiencing considerable difficulties due to the dumping practices of the mainland Japan plywood industry. Prior to reversion, Okinawa plywood was protected by a tariff on imported plywood. Upon reversion to Japan, the preferential tariff was withdrawn, resulting in stiff competition between Okinawa and Japan.
