Concept of the safe-domain of rigid framed structures, how to seek for it, and furthermore, design by it has been made public. This paper, on the basis of these thesis, is a study of the character of safe-domain from the standpoint of plastic collapse load design. After pointing out that the border-line of safe-domain is nothing but virtual work equation of collapse mechanism plotted on the load plane, virtual work equations of collapse mechanism were sought for and a method of seeking for safe-domain by means of plotting them was proposed. Its reasenableness was proved by use of the devised theorem. Following that the safe-domain which covers design load plotted on load plane was established, conditional equations which can be sub-stantiated among critical sections of rigid framed structures were formulated by use of the fact that the border-line of safe-domain is the virtual equation of collapse mechanism.
