Recently, more and more researchers and activists stress the need for some framework where locals can play an active role in managing a local development and/or local resources. In the same way, the emphasis on a role of host community in the idea of sustainable tourism has emerged. Although these are undoubtedly important principles, however, not enough specific to go farther with, because there is little agreement on how to identify the local or the community concern. This paper closely reviews previous sociological studies on a local development and/or resource management, and examines how those studies have (not enough) dealt with the idea of "Jimoto." Being based on these reviews and examinations, this paper concludes that "Jimoto" is not a kind of transcendental entity but emerges through the continual process of restructuring under the influence of so-called "post-productivism."
