Skin frictional drag force on a flexible plate was measured at the region of Reynolds number Rel=10^4～4.5×10^5by the 220×220mm^2 water tunnel established in the laboratory. Friction coefficient of the flexible plate was higher than that of the rigid reference plate at the low Reynolds number, but the difference became small with the increase of the Reynolds number, and finally, the relation was reversed at Rel=3×10^5. Then, fluttering of the flexible plate was observed.
