Most of those villages conserve culture of traditional culture of South Fujian, Overseas Chinese, and Military culture due to Cold war, shown as traditional buildings, historic contexts of the village, military sites, folklore and festivals, traditional industries. The military administration period was until 1992. In 1995, for the purpose of maintaining historical and cultural properties and war memorials, “Master Plan of Kinmen National Park” was announced officially by central government. It is the first one and the only one national park designated to preserve the historical environments, as other national parks in Taiwan are mainly designated to preserve natural environments. Therefore, this study is to clarify the following issues: (1) The characteristics of historic heritage in Kinmen; (2) Gradual approaches of Master Plan of Kinmen National Parks been instituted in the past years; (3) The practice and issues of Master Plan of Kinmen National Park on the conservation of historical environments; (4) Gradual approaches as potential area of World Heritage; (5) The influence of urbanism and tourism for the conservation of historic heritage. In conclusion, it is clearly clarified that Kinmen National Park is a pioneering case in Taiwan considering about the conservation of whole environments rather than only for the preservation of buildings, and it is also a very unique case by using National Park system to do the conservation work.
