It comprises of the articles executed in November 1890, and other supplementary articles added on 6 December 1890 and 7 April 1893. The contract states that the shipping of goods to the govenment on mainland Okinawa should be conducted entirely by Okinawa Kaiun Co. It also lists provisions for the number of trips and the amount of personal luggage allowed for passengers etc. Furthermore, it also has records of emergency procedures, and concessions for officials and students from Yaeyama.
