Nago, Ryoukou was a steward of Shou, Ten and his series of applications were under negotiation. After gaining permission from the Governor of Okinawa Prefecture (Fukuhara, Minoru), Nago reported his intention of trial fishing to Nishi, Tsuneo (Head of the Yaeyama Public Office); Miyara, Tousou and Ishigaki, Kenbi (both Kashira of the Yaeyama Kuramoto). The targeted seafoods were shark fin, sea cucumber and shellfish.
