Sigeki","creatorNameLang":"en"}]}]},"item_30002_description9":{"attribute_name":"Description","attribute_value_mlt":[{"subitem_description":"特殊教育から特別支援教育に転換され，2003年の今後の特別支援教育のあり方では，「家庭及び地域や医療，福祉，保健，労働等の業務を行う関係機関との連携を図り，長期的な視点で児童又は生徒への教育的支援を行うために，個別の教育支援計画を作成すること」が義務づけられた。各都道府県及び市町村等では特別支援教育を推進するツールとして個別の教育支援計画の作成と活用について取組を進めている。沖縄県においても同様に個別の教育支援計画の作成と活用を図ってきた。特別支援学校においては様式の統一を図るための校務支援システムへの導入や作成マニュアルの提示。小中学校においては，各市町村及び中学校区単位で様式の統一や作成や活用に関する研修に取り組んできた。しかし，個別の教育支援計画の作成においては，担任教師の負担感や保護者・関係機関との連携の不十分さなど多くの課題が挙げられている。特に共生社会の実現のためのインクルーシブ教育システムの構築では，個別の教育支援計画への合理的配慮の明記や家庭，福祉，教育が連携した体制づくり「トライアングルプロジェクト」における活用の促進など法的な整備がなされる中，学校現場等ではその対応に苦慮している状況がある。そのため，各地域において個別の教育支援計画の作成と活用における課題の解決を図っているが十分であるとは言いがたく，改善策を模索しているのが現状である。本稿では個別の教育支援計画の作成と活用における，全国及び沖縄県の現状と課題を探り，その活用促進についての課題の改善策として，緒方ら（2008）が提唱しているシステム教育学のモデル図を参照に試案を作成し分析・考察を行い，個別の教育支援計画の活用の促進に繋がるようなシステムの構築を図った。試案したモデル図とフローチャート図は，活用促進のための情報共有ツールとしての機能を個別の教育支援計画に持たせたことで，有効的な目標の設定や支援方法の提示，保護者及び関係機関との効果的な連携を促すことに繋がると考えられる。また，学校現場において個別の教育支援計画の作成と活用が徒労感にならず支援の形骸化を防ぐことにも繋がると考える。","subitem_description_type":"Other"},{"subitem_description":"紀要論文","subitem_description_type":"Other"}]},"item_30002_file35":{"attribute_name":"File","attribute_type":"file","attribute_value_mlt":[{"accessrole":"open_access","filename":"Vol4p11.pdf","mimetype":"application/pdf","url":{"objectType":"fulltext","url":"https://u-ryukyu.repo.nii.ac.jp/record/2012275/files/Vol4p11.pdf"},"version_id":"5589e75f-62f8-4a12-b68e-95a32aaad267"}]},"item_30002_identifier16":{"attribute_name":"Identifier","attribute_value_mlt":[{"subitem_identifier_type":"HDL","subitem_identifier_uri":"http://hdl.handle.net/20.500.12000/45576"}]},"item_30002_language12":{"attribute_name":"Language","attribute_value_mlt":[{"subitem_language":"jpn"}]},"item_30002_publisher10":{"attribute_name":"Publisher","attribute_value_mlt":[{"subitem_publisher":"琉球大学大学院教育学研究科","subitem_publisher_language":"ja"}]},"item_30002_resource_type13":{"attribute_name":"item_30002_resource_type13","attribute_value_mlt":[{"resourcetype":"departmental
