But it doesn't always bring happiness and fulfillment to the recipient. It needs to be considered that what the people really demand with high priorities for better development in their own life, especially for community health projects. The primary health care (PHC), which is one of the community health approaches, has required for listening to the demand of people who is the direct target as being advanced their health. The community participation will lead the project toward success if it starts prioritizing the people's demands, giving chance to the community on its decision making and action for their own better health. This paper focuses on the description and analysis of the systembuilding process in Joint Japan WHO Technical Project for PHC in Laos. Specially the onset of 2 years is detailed and classified in each 2-3 months as the period of (1) preparation, (2) entry-point, (3) comprehensive activities, respectively.
