The idea, notwithstanding, is not so concrete that it can not show its clear point of view how to construct the prospective system and its procedures.\\nIn this paper. I intend to refine the current idea by making a general review of its conceptual implications.\\nThe main remarks in the present study are as follows:\\n(1) The idea of \"the shift to the lifelong learning system\" has different implications and images among the researchers and practicians in the field of education.\\n(2) As a general trend, it leads to reformation of the educational system.
