In this research about the history of the Vietnam language education after independence in 1945. As important points of argument which appeared on it, the first point is whether it should be enacted using the Vietnam language of as \"national language\" were taken up in 1990\u0027s. The second point is the conflict of the demand to language education, bilingual education (Vitnames and each race\u0027s language) or monolingual education (only Vietnames) in ethnic minority area. About the former, we surveyed the northern part mountains ethnic minority area by conducting interview investigation to the teacher, the senior of an area, and the guardian. The senior and the teacher demand bilingual education. The younger demand monolingual education. And it became clear that complex problems-the existence of discrimination between races, and to success in globalization and market-oriented economic reform minority group must master the majority language. About the latter, it will be apprehensive if the equal principle of a race word is lost by considering Vietnames as \"national language\" and the further secession from an ethnic minority\u0027s elementary school education will be caused as a result. 内容記述 研究概要:ベトナムは54の民族からなる多民族国家であり、少数民族の言語と文化の権利を憲法で掲げている。本研究においては、1945年独立以降のベトナム言語教育史について、第I期「独立国家樹立期/国語(クォツクグー)の識字運動と民族語学習権の提起」、第II期「南北分裂・ベトナム戦争時/第1次バイリンガル教育の試行と『ベトナム語の純粋性を守る』運動」、第III期「統一国家確立期/第53-CP号決定交付と普通語普及」、第IV期「ドイモイ期/民族融和の強調と第2次バイリンガル教育の模索」の4期に分け、その期を特徴づける言語政策や議論を考察した。その上で浮かびあがってきた重要な論点として、(1)少数民族地域におけるバイリンガル教育政策に対する言語教育要求をめぐる葛藤について、(2)ドイモイ期におけるベトナム語を「国家語」として制定すべきであるか否かという議論の2つをとりあげ、個別的に考察を行った。前者については、北部山岳少数民族地域をフィールドとし、教師、地域の長老、保護者にインタビュー調査を行い検証した。長老および教師層は、原則的に民族語の継承と、民族語・普通語のバイリンガル教育の充実を強く要求していること、若い保護者に見られるモノリンガル教育要求の背景には、民族間の厳然とした差別の存在、ドイモイ政策下市場経済化の波が押し寄せていること等複合的な問題が存在していること等が明らかになった。後者については、少数民族教育の課題との関わりを考察し、「国家語」とすることによってベトナム語学習への強制力を強めようとする立場と、「国家語」とすることによって民族語の平等の原則が失われ、結果として少数民族の初等教育からのさらなる離脱を招くと危惧する立場との葛藤が見られることが明らかになった。今後、ベトナムにおける民族語の平等の原則および第2次バイリンガル教育の行方をさらに注視していきたい。

内容記述 研究概要:Vietnam is a multi-ethnic nation which consists of 54 races, and has hung up the right of ethnic minority's languages and culture by the constitution. In this research about the history of the Vietnam language education after independence in 1945. As important points of argument which appeared on it, the first point is whether it should be enacted using the Vietnam language of as "national language" were taken up in 1990's. The second point is the conflict of the demand to language education, bilingual education (Vitnames and each race's language) or monolingual education (only Vietnames) in ethnic minority area. About the former, we surveyed the northern part mountains ethnic minority area by conducting interview investigation to the teacher, the senior of an area, and the guardian. The senior and the teacher demand bilingual education. The younger demand monolingual education. And it became clear that complex problems-the existence of discrimination between races, and to success in globalization and market-oriented economic reform minority group must master the majority language. About the latter, it will be apprehensive if the equal principle of a race word is lost by considering Vietnames as "national language" and the further secession from an ethnic minority's elementary school education will be caused as a result. I want to gaze at the success or failure of the equal principle of the race words in Vietnam, and the second bilingual education further from now on.
