For instance, the continuity condition of a surface displacement at a discontinuous boundary does not vary in the case that the height of a submerged breakwater is nearly equal to water depth. Because, in this case, partial standing waves behave like overtopping waves. On the other hand, submerged breakwaters have sufficient damping effects in this paticular condition. This paper presents a reasonable model, i.e. an overtopping model, based on Fuchs method to correct the defects mentioned above. Fuchs has obtained the coefficients of reflection and transmission of submerged brekwaters by means of the energy method, where the problems are treated as linear progressive waves. Therefore influences of overtopping waves to the energy flux are missed, that is, the energy flux of quadratic order of the wave steepness is neglected. But, from the theoretical results, the energy flux by overtopping waves is the quantity linear to wave steepness. Therfore, this first order term is necessary in the analysis.
